In the picture we see several sailboats full of flags, and as the title implies, there is a festival in the harbor of Honfleur . The beautiful town of Honfleur is located in Normandy in northern France and the town's harbor is said to have been created by Vikings.
Boudin was a landscape painter and is considered a forerunner of Impressionism. In 1824 he was born in the Normandy region, which may be a reason why many of his paintings are inspired by and take place in different parts of Normandy.
